Annapolis man is held 3 times in 14 hours .

Perhaps David Hillman just missed that cold, snug feeling of handcuffs.

In a span of about 14 hours between Monday night and Tuesday afternoon, the 44-year-old Annapolis resident was arrested three times, police said yesterday.

First, about 10:30 p.m. Monday, a cabdriver brought Hillman to the city police station, telling officers he could not pay the fare. Though police said the matter was resolved, Hillman was in possession of an open container of alcohol and was arrested for an alcohol violation. He was booked and released.

Just a few hours later, at 4:30 a.m., he was arrested after officers said he tried to steal a bicycle from the police parking garage, police said. He was arrested and charged with theft, and again released.

At 12:30 p.m. Tuesday, Andrew Ackerman, a manager at Buddy's Crabs and Ribs on Main Street, said a man wearing a construction hard hat parked a bicycle outside and walked into the restaurant's kitchen.

"He walked out with a bowl of soup and a soda, walked downstairs, went outside and sat on the bench and started drinking his soda and eating his soup," said Ackerman, who was watching the whole time.

After staff members said the man hadn't paid, Ackerman approached the man and asked for $5. The man used an expletive and told him to mind his own business. Ackerman called police.
