Dirty secret No. 1 in Obamacare is about the government's coming into homes and usurping parental rights over child care and development.

It's outlined in sections 440 and 1904 of the House bill (Page 838), under the heading "home visitation programs for families with young children and families expecting children." The programs (provided via grants to states) would educate parents on child behavior and parenting skills.

The bill says that the government agents, "well-trained and competent staff," would "provide parents with knowledge of age-appropriate child development in cognitive, language, social, emotional, and motor domains ... modeling, consulting, and coaching on parenting practices," and "skills to interact with their child to enhance age-appropriate development."

They already tried to push this on a state level here in Oregon (about 10 years ago if I remember correctly). Unfortunately, we get to be the testing grounds for some pretty heinous fascistic crap (like this and the GPS on your car).

Part two started in earnest in 1978 with the formation of the Department of (re)Education. Marxism is being taught, albeit subtly, every day in classrooms all across this nation. There has also been a significant and well documented "dumbing down" of the population since the 1930's.

Check out a book called The Deliberate Dumbing Down of America by Charlotte Thomson Iserbyt. Ms. Iserbyt is a former policy official of the Department of (re)Education turned whistle blower. She uses documents gathered through the Freedom of Information Act to support her case. It's a real eye opener....

Is this about making the program mandatory or making it available under the plan? There's a big difference.

If it was mandatory for all american families, then it's a matter of freedom from government interference.

If it's about making it something health care pays for, well, then, that's a matter of whether it's something that should be covered by health care or by educational and child welfare systems (the places where those types of programs already operate). Special education services and early intervention programs for young children with special needs have a home-based component, in which the therapists, social workers, etc., come out to work with the child in his own home, and with the people raising him.

Child welfare programs that involve intensive home-based services to reunite a family or to keep kids from being removed from a home involve frequent contact with social workers and therapists addressing parenting issues in the home.

All these services are contracted out, though, and not directly provided by the government. They are overseen and evaluated for their effectiveness by government employees, and the government employee ensures that the services ordered by the court are carried out and paid for.

The problem here, if I understand it, is that the program is voluntary in the sense that states may decline to participate and receive funding. There isn't any language ensuring that it's voluntary for the people in the state. Worse yet, participating states are directed to use and expand current child welfare agencies to meet the demand and in most cases this means CPS which horrifies most parents.

So, the language is unclear and potentially threatening in that there are no guarantees for people to opt out or refuse interaction with CPS or CPS-like agencies.
