The Washington Post is reporting that Obama’s Secretary of Defense to-be, Robert Gates, has just announced that they will be putting 20,000 more U.S. troops on the ground, in the United States by 2011 to respond to national emergencies like “… a nuclear terrorist attack or other domestic catastrophe“, in direct violation of the Posse Comitatus Act. This build-up of active duty army troops stationed in the U.S. is to take place under Obama’s watch. The more things “change”, huh?

Paul Joseph Wilson of Prison Planet noted;

“Domestic emergency deployment may be “just the first example of a series of expansions in presidential and military authority,” or even an increase in domestic surveillance, said Anna Christensen of the ACLU’s National Security Project. And Cato Vice President Gene Healy warned of “a creeping militarization” of homeland security.” P. J. Wilson

If you recall the Sept. 8th article from the Army Times, they reported that a force of 3,000 troops, the 3rd Infantry Division’s 1st Brigade Combat Team, were to be stationed on active duty at Fort Stewart Georgia for the purposes of helping with “civil unrest and crowd control”. After a wave of critical media attention (mainly from the activist blogs) they chose to change the language of that mandate, yet they continued to train with weapons both lethal and “non-lethal” for crowd control operations.

“Ominously, the report states that, “The 1st BCT’s soldiers also will learn how to use “the first ever nonlethal package that the Army has fielded,”1st BCT commander Col. Roger Cloutier said…” P. Planet

As pointed out by Mr. Wilson, last week’s revelation of the Citibank memo that foretells a pending economic collapse, and then this sudden development of more federal troops to be stationed on the home-front, doesn’t bode well for us “disenfranchised” citizens.

“During numerous urban warfare drills that Jones attended and reported on, troops were trained to raid, arrest and imprison U.S. citizens in detention camps as well as taking over public buildings and running checkpoints. During role playing exercises, actors playing prisoners would scream “I’m an American citizen, I have rights” as they were being dragged away by troops.” P. J. Wilson

Since we already know that Citibank is well represented in the new Obama economic team in the form of Robert Rubin, and that Sen. Obama himself is set to “introduce” us to more of his staff today, it seems like this little tidbit of information is not only very curious, but also well timed, as that the next few days of media coverage of Hillary Clinton as Sec. of State will surely sweep this news “off the table”.

So, when you talk about an insiders’ insider, that’s Mr. Rubin. His 33 million dollars of stock options certainly won’t be harmed by the multi-billion dollar Citibank bailout, now will it?

Posse Comitatus Act

The Posse Comitatus Act is a United States federal law (18 U.S.C. § 1385) passed on June 18, 1878, after the end of Reconstruction, with the intention (in concert with the Insurrection Act of 1807) of substantially limiting the powers of the federal government to use the military for law enforcement. The Act prohibits most members of the federal uniformed services (today the Army, Navy, Air Force, and State National Guard forces when such are called into federal service) from exercising nominally state law enforcement, police, or peace officer powers that maintain "law and order" on non-federal property (states and their counties and municipal divisions) within the United States.

The statute generally prohibits federal military personnel and units of the National Guard under federal authority from acting in a law enforcement capacity within the United States, except where expressly authorized by the Constitution or Congress.

The Coast Guard is exempt from the Act during peacetime.

Obama Expands Federal Power Over the States with Executive Order

Contrary to his election campaign promises, Obama has issued dozens of signing statements.

Obama has issued another executive order, this time establishing a so-called “Council of Governors.”

The order, signed on January 11, further diminishes the sovereignty of the states and builds on a framework for possible martial law. The executive order was completely ignored by the corporate media.

“By the authority vested in me as President by the Constitution and the laws of the United States of America, including section 1822 of the National Defense Authorization Act of 2008 (Public Law 110-181), and in order to strengthen further the partnership between the Federal Government and State governments to protect our Nation and its people and property,” the order reads.

The Council shall meet at the call of the Secretary of Defense or the Co-Chairs of the Council to exchange views, information, or advice with the Secretary of Defense; the Secretary of Homeland Security; the Assistant to the President for Homeland Security and Counterterrorism; the Assistant to the President for Intergovernmental Affairs and Public Engagement; the Assistant Secretary of Defense for Homeland Defense and Americas’ Security Affairs;

the Commander, United States Northern Command; the Chief, National Guard Bureau; the Commandant of the Coast Guard; and other appropriate officials of the Department of Homeland Security and the Department of Defense, and appropriate officials of other executive departments or agencies as may be designated by the Secretary of Defense or the Secretary of Homeland Security.

In other words, the Pentagon and Homeland Security will give hand-picked governors their marching orders under the guise of “synchronization and integration of State and Federal military activities in the United States,” a direct violation of Posse Comitatus.

Executive Order will Strengthen Further Partnership Between the Federal and State and Local Governments to Better Protect Our Nation

The President today signed an Executive Order (attached) establishing a Council of Governors to strengthen further the partnership between the Federal Government and State Governments to protect our Nation against all types of hazards. When appointed, the Council will be reviewing such matters as involving the National Guard of the various States; homeland defense; civil support; synchronization and integration of State and Federal military activities in the United States; and other matters of mutual interest pertaining to National Guard, homeland defense, and civil support activities.

The bipartisan Council will be composed of ten State Governors who will be selected by the President to serve two year terms. In selecting the Governors to the Council, the White House will solicit input from Governors and Governors’ associations. Once chosen, the Council will have no more than five members from the same party and represent the Nation as a whole.

Federal members of the Council include the Secretary of Defense, the Secretary of Homeland Security, the Assistant to the President for Homeland Security and Counterterrorism, the Assistant to the President for Intergovernmental Affairs and Public Engagement, the Assistant Secretary of Defense for Homeland Defense and Americas’ Security Affairs, the U.S. Northern Command Commander, the Commandant of the Coast Guard, and the Chief of the National Guard Bureau. The Secretary of Defense will designate an Executive Director for the Council.

The Council of Governors will provide an invaluable Senior Administration forum for exchanging views with State and local officials on strengthening our National resilience and the homeland defense and civil support challenges facing our Nation today and in the future.

The formation of the Council of Governors was required by the Fiscal Year 2008 National Defense Authorization Act which stated, “The President shall establish a bipartisan Council of Governors to advise the Secretary of Defense, the Secretary of Homeland Security, and the White House Homeland Security Council on matters related to the National Guard and civil support missions.” (NDAA FY2008, Sec 1822)

We don't need any more Executive orders coming from this president. However, when the Magic Negro jacks up your Fed. Inc. Tax to 70%, that should excite you. :p

Oh, it would excite me to a fury. :) We still have a couple of raises apiece before we hit $250k, though, and we'll arrange for deferred or alternate compensation, at that point.

Got news for you. That $250k will drop to 150k, then to 100k before all is said and done. Gotta pay for the Obamanation budget.

I may be wrong but I think Obama has shot his wad and has little political capital left. People are pissed about the health care bill, and I don't think these DC clowns wants to take on another round of protests regarding cap and trade (aka cap and tax) or VAT. After Nov., the dummy-in-chief will not be able to spend a dime without consulting Repubs. He is such a good ass kisser, I am going to enjoy watching him navigate thru a Repub. Congress. I hope there is someone with enough balls to tell him "We Won" , and now it is us that has the mandate of the people.
