So OK, this was all Obama's fault when it was happening. He was letting the worst environmental disaster in history just happen. Now that its fixed however, it wasn't that big of a deal to begin with. This is the most clear and obvious case of changing a story to fit a narrative that we've seen in some time.

The government has a huge financial interest at stake as the over estimation in oil leaked. IIRC the government gets $3500/bbl of oil leaked.

100 MMGal = 2,380,953 bbl = $8,333,333,333 = BP in bankruptcy = US goverment takeover

2MMgal = 47,619bbl = $166,666,666 = well within BP's ability to pay = No US government takeover

Another thing is the governments reliance on ultrasonic flowmeters. It is the wrong application for this type of meter as ultrasonic flowmeters are highly influenced by entrained gas bubbles. The bubbles will give false high flow readings. The best measurement is when the full flow was captured and stored in the surface vessels. When the surface vessels offload, they will know how many gallons were captured in how much time. This will give an exact flowrate.
