I do believe Michael Schuer (sp?) had Osama under the gun, and wasn't it Clinton who didn't give the kill order? I may not be 100% straight on this, but I recall watching a video of Schuer speaking about this.

I'm not saying OBL's death would have stopped 9/11 with any certainty, but it might have made Al Qaeda think twice about it.
