CBO: Taxing mileage a 'practical option' for revenue enhancement

The Congressional Budget Office (CBO) this week released a report that said taxing people based on how many miles they drive is a possible option for raising new revenues and that these taxes could be used to offset the costs of highway maintenance at a time when federal funds are short.

The report discussed the proposal in great detail, including the development of technology that would allow total vehicle miles traveled (VMT) to be tracked, reported and taxed, as well as the pros and cons of mandating the installation of this technology in all vehicles.

I was being glib about how such a tax would put a greater burden transporting freight over the road to the benefit of rail but I am curious as to why you think this is unconstitutional? Is it an issue with the 4th Amendment?

They'd have a hell of a time governing this. How are you supposed to substantiate it? Do you know how many cars there are? Unless they throw in a blanket tax, this is just a logistic impossibility.

If the gov. puts them on new cars, it will kill the auto industry. People will just buy used or run them till they fall apart. The gov. has already tried this kind of stupidity with the luxury tax on expensive cars and boats. People do not like punitive taxes and will do everything to avoid them.

I haven't heard these commercials for a little while, but some were running on the radio here locally not long ago. It was for car insurance where your rates were determined by the number of miles you drive. As much as I hate to admit it, I might actually make out under a system like that. My car is 8 years old (bought it new in 2003) and only has ~64K miles on it.

As for GPS tracking systems being installed on modern automobiles, I heard the "plug-in" for the device already exists in any vehicle after about '98 or '99. I have not personally researched it, or independently verified it for myself... I've just heard it before. Would love to ask a mechanic if they know anything about it.

it won't be overly hard to tax people, gps and a mileage gage will do the trick. However mandating that the entire country put this kind of device on their cars would cause and uproar, as well it should. it's bullshit.

BTW Washington State had looked into doing this a couple years ago. didn't go anywhere if i remember correctly

When I lived in Virginia, cars had to be inspected every year. No reason why the inspection station couldn't punch in your mileage, and the state send you a bill.

I really don't understand why they keep trying to be so creative with these taxes. Pass a sales tax and get it over with. No exemptions, no exceptions. 1% across the board. You buy a million dollar house? You pay $10,000 in sales tax. You buy a $10,000 car, you pay $100 in sales tax. That's not going to kill anybody.

Wait, I have an idea. Let's round up the illegals from Mexico and charge Mexico to have them returned alive. Otherwise, we deport them to Yemen.

Right on both counts.

Our tax system needs replacing and spending must be cut.
Our new crop of spend thrifts have chopped a whopping 6 billion from the budget. We should have it under control in a few hundred years at that rate.

OBD II. It has the capacity already to allow remote shutdown of your car. It is a small step to traking and logging, then sending driving usage reports.

You have not seen anything yet. Obummer plan is to place higher taxes on gasoline to pay for all those trillions he has pissed away. Comparable EU gas taxes coming your way to the tune of 6 and 7 dollars a gallon. Of course there will be credits, discounts, refunds for those low income families including those that are too lazy to work.

It is a shame that liberals like you do not understand the plan; lefties want the majority to be dependent on the government along with wealth distribution. One day it will sink in but by that time it will be too late because we all know that people will vote for the person that will give them more and more free shit.

EuroPEONS have smaller commute distances and live close to home. We have a culture of driving and an economy developed on cheap fuel and large commute distances.

My daily commute to work is 35 miles one way. Either we all live like ant people (or Koreans) on top of one another, or we will eventually have to develop subsistence closer to home.

No what it actually is...is a push to force people to take the train or the bus and not own cars.

Owning and driving a car is a symbol of freedom and independence to Americans.

Socialism doesn't allow for independence or freedom.

Best way to break down the independent spirit of your average American...take their car away.

Well, I actually like public transportation. If I lived in DC or New York, I wouldn't own a car. People are entitled to their opinion though.

I do agree that it's going to push people to use public transportation whether they have a good public transformational system or not. That stinks.

The more we help out the lazy, mothers with bastard children, the more they become dependent on the government. I am not against helping out the poor. I donate to food banks and the Salvation Army on a regular basis but we need to start cutting off benefits. Old, sick and a mother with one child get gov. help. Most churches and charities cannot keep somebody helped out until they get back on their feet. Keep in mind I said until they get back on their feet, not to live on forever.

And I love how charities do food drives at Christmas time, as if people only need food then.

Salvation Army to name one, there are many smaller and lesser organizations that do help without government aid. Charities don't only collect at Christmas either, that's when they get the most attention. Most food banks, because of the economy, are in desparate need but still continue to help the less fortunate day in and day out.

Are these comfortable situations? No, nor are they meant to be. They are there as safety nets, and for some life-lessons....

Wanna try again? :p

I love how typical liberals can find fault with charity or for that matter any Christian venture yet the islamo-fascists can do no wrong.

Would you prefer they didn't give food out at Christmas? For your liberal education (in doubt), there is a Christian  food pantry in my county that feeds nearly 500 families a month. Must be an extended Christmas.

Bullshit. People survived before the government under FDR got involved in all these give away programs. You had to root hog or die; charities and churches did pick up the slack for the poor.

People like you are so fucking stupid. My dad lived thru the depression. He could not go to high school because his dad was too poor to BUY the books.
