Free photo altering software?

My hippy mother-in-law sent me a photo of her at a Spokane anti-war rally from over the weekend with her carrying a sign. I want to alter the words on the sign or just replace them and send them back to her and the reply list however, I don't want to pay for photoshop style software.

What is a good free software I could download to accomplish such a feat?

Google for a program called GIMP. It has almost all the features of Photoshop and even uses alot of Photoshop plugins. A great site to learn to use GIMP once you have it is www.gimptalk.com . I use this software almost exclusively.
