WASHINGTON (CBS) ― CBS 2 has learned the House of Representatives will conduct an inquiry into Rep. Charles Rangel, the Chairman of the House Ways and Means Committee.

The ethics committee of Congress announced they established a subcommittee to investigate Rangel, who has already been in plenty of hot water recently.

One stunning part of the determination is that the committee decided to investigate his use of congressional stationery in three separate years to seek donors for a public policy institute in his name at City College.

The committee will also investigate Rangel's use of four rent-stabilized apartments leased in the Lenox Terrace apartment complex in Harlem, the financing of the beachfront villa leased in the Dominican Republic, and his questionable storage of a late-model Mercedes Benz in the house garage.

In a statement the committee said it will determine whether Rangel "violated the Code of Official Conduct, or any law, rule, regulation or other standard of conduct applicable to his conduct in the performance of his duties."

RICHMOND, Va. - Testimony before a federal grand jury about Rep. William Jefferson's role in passing an African trade bill and the influence it gave him with African leaders violated a separation of powers clause in the Constitution and requires that 14 of 16 criminal charges against the congressman be thrown out, his attorney argued Tuesday.

Attorney Robert Trout told a three-judge appeals panel that the Speech or Debate clause of the Constitution is "absolute," and intended to ensure that the legislative branch is "independent" and a "co-equal" branch with the executive.

But some of the judges, through their questioning, seemed skeptical about Trout's remedy - dismissal of all the bribery-related charges in the 16-count indictment.

Judge Paul Niemeyer, an appointee of President George H. W. Bush, suggested that for the court to do as Trout suggested it would have to find "misconduct" by federal prosecutors.

He asked federal prosecutor if the government's indictment depends on the evidence, most of it given the grand jury by a former Jefferson aide, and if the case could move forward without the description of the congressman's influence with African leaders.

The Congress has long been a' School for Scoundrels' with the House of Representatives leading the way but only because there are more of them .

Every petty legal type thief eventually finds ambition and aspires to greater felonies with better
paybacks and where better than in the political realm .Most of the high end thieves employ bag
men or differed payments in the form of high paying no work jobs when they retire after
years of favors/services rendered to a favorite corporation .

Insurance company's are a favorite along with large law firms.Jefferson will escape with a minimum of punishment and sail off towards bigger and better felonies !

No, but I figured when a Judge ruled that the FBI had no right to invade his Congressional office the case against him was on shaky ground. I don't know why they did that because they had all the proof of his crooked dealing with Africian contacts and the money.
