In the weeks leading up to the terrorist attacks on the U.S. government facilities in Benghazi on Sept. 11, 2012, the State Department deployed only three diplomatic security officers at its mission in that eastern Libyan city.

All three were on what the State Department calls “temporary duty.”

At the same time, State Department headquarters had been notified that al Qaeda and Islamist militias had ten training camps in that same city.

And contrary to the security requirements that the Secure Embassy Construction and Counterterrorism Terrorism Act made the secretary of state personally responsible for upholding, all non-military U.S. government personnel in Benghazi were not operating out of the same facility
