Most companies have internal rules that forbid the use of cellphones while driving, but there is no way to enforce it. I imagine the NTSB will eventually get their way.
All truckers know to get off the phone when you go through a scale. They look you over pretty thoroughly sometimes; one of our guys went through not wearing a seatbelt, so they red lighted him and when he walked in they wrote him a ticket. Kind of funny; when he started to say something the officer just pointed at the exit door.
