Do you know why it continues to be banned in Michigan, despite the fact the probably the majority would vote for it? I learned this in high school government class, maybe even the same class and teacher your child had, as I think she's still teaching one class, despite being mostly retired.
Michigan's constitution forbids the death penalty. A ballot proposal, even if passed by 100% of the voters, would still not overturn that ban. Every so many years, and I don't remember from the class how many, there is a vote whether to have a state constitutional convention, and it has always been voted down in the years since I started voting. The only way to institute the death penalty in Michigan is to do so through a constitutional convention.
I am amazed at how many people don't realize this, though, and think that they can do a petition drive to get the issue on the ballot, and get the death penalty instituted that way,.
