Finally my years of playing D&D and other RPG's come into use here on CU. That is what is known as a Man Catcher. It's a pole arm mainly used to dismount riders and pin them to the ground. The version in the picture is of European design but the Japanese had similar versions in use during the Samurai era by law enforcement to apprehend suspects and, in fact, the modern Japanese police use a version without all of the spikey bits for riot control.

What's the idea? Is the opening intended to go around a man's neck or around his waist? Or maybe a leg; anything would work. Hard to tell without a scale, but I can see how the opening is fitted with sort of a spring device, which will make it a one way trap.

It was invented by the Germans in the 1700's to grab men on horseback! They say it was also used on slaves. Those front thingies were spring operated, kind of ingenious for the time !
