That looks like a piece to a peg leg.
It's a knee anvil for cracking nuts.

This chunk of metal is placed on the knee. The nut is placed in the holder. Then you take a hammer and smash that walnut to smithereens. In winter the metal chunk can sit by the fire and when the right temp will keep you lap all toasty and warm and you get to crack nuts. How awesome is that?
