The city of Detroit might not have any national chain grocery stores (until Meijer opens this summer on the city limits/8 Mile RD), but they have chickens, at least in the Mexican neighborhood. I see them in people's yards all the time, even though I'm pretty sure there is a city law against having livestock in a residential neighborhood.
There's laws against crack cocaine, too.
