Nancy Reagan usually looked terrific. The Galanos for the 1981 inauguration was a good dress, but would have looked better on someone younger. The tone of Mrs. Reagan's skin was a little past the off-the-shoulder or sleeveless time of life. That's not a shot; it's just a fact of life. As the skin tone goes, covering up a little more is a good idea.
The Galanos dress was also very heavy, with all that beading, and I remember reading that the Smithsonian was having problems with it "growing" over the years as the weight of the crystals dragged it down.
