The whole WMD thing in Iraq hinged on intelligence that said that there were WMDs being developed there. Saddam inspected only one unit in the time before the last Persian Gulf War and this one. He depended on the purveyors of the program to report to him. They told him that they had a program up and going. So if even Saddam believed he had WMDs...
