    I would say that they are barely doing it because they do it all the time. Have you ever shaken hands with someone who doesn't do it a lot? It's usually very exaggerated. I will agree that he has some very poor protocol advisers if he hasn't been tutored in customary behavior.

    How does it work with the Queen? Do dignitaries and heads of state bow to her?

    I learned recently that bowing to the queen is optional these days.
