Elaine did that voice, in one Seinfeld episode, but I'm thinking of the "Frasier" where Niles and the (invisible) Maris were considering having a baby, so Niles was doing the high school experiment where you take a bag of flour with you wherever you go. As the episode went on, the bag of flour got more and more disreputable, patched with duct tape, scorched on one side (Niles, defensively, "Well, a REAL baby would have SCREAMED before it burst into flames!").
Finally, Eddie the dog gets hold of the bag of flour and is flinging it around, flour spraying all over Frasier's perfect apartment, while Daphne says laconically, "The dingo's got yer baby."
I Love Lucy was one of the only shows we were allowed to watch on the old black and white. My mother thought it was hilarious. We also watched Dennis the Menace once a week or so. We only had tv for about a month at a time, every year. Mom "broke it", when things got too violent. They never did pay for cable tv, and still do not.
