In prepared remarks, Bayh, 54, cited excessive partisanship that makes progress on public policy difficult to achieve as the motivation for his decision.

“After all these years, my passion for service to my fellow citizens is undiminished, but my desire to do so in Congress has waned,” he said.
This is a huge bombshell. Before Scott Brown's election, Indiana was considered safe for Democrats, though Bayh has seen a drop in polls recently. His vote on the health care fiasco hurt him and tarnished his reputation as a "moderate." I'm not sure if that's why he dropped out, but hopefully this will further kill any momentum on potentially cramming through healthcare via reconciliation.
