This is one of those stupid restrictions that can only be enforced if the women seeking abortions are being honest about their reasons.
The doctors don't care what the woman's reason for getting an abortion is.

It's hard to know what they were thinking here. Blacks do have a very high abortion rate but I don't see how this bill would address that. Black women aren't aborting black babies because there's some nefarious skin tone issue in play.
