It means that Soros is looking for other opportunities to create chaos in the US. One of his initiatives, the Secretary of State Project, has been backing candidates at the state level for the position of SOS, which is the individual tasked with validating election results. He began this a few years ago, and it was one of his candidates who ensured the election of Al Frankien in Minnesota.

Soros is a very bad man, and he needs to be investigated by the new house leadership for his role in manipulating the election process.
