In Louisiana there are 2 requirements. Your name has to be on the rolls and you have to show picture ID (drivers Lic or other). Plus, a signature is required next to your name. Works good here; blacks comprise over 50% in B.R.
Remove same day registrations. If voting is important enough to a person, they will make sure they are registered before election day.
In addition, military voters should be able to cast votes via AKO, with digital signatures. If I can sign my OER and leave forms electronically, there's no reason that I shouldn't be able to vote that way when I'm deployed.
