As far as I can tell that is the law, and it looks like the last time it was amended was 2001.In most sports, cold-cocking an opposing player repeatedly in the face with a series of gigantic Slovakian uppercuts would get you a multi-game suspension without pay.
In hockey, it means you have to sit in the penalty box for five minutes.

What it comes down to is, Obama is being accused of fraud. Bush is (present tense, since the opinion poll is current) of mass murder and fraud.
