They should get the woman to move,instead of making the bus riders move.

Bus drivers told KITV 4 News that the woman is sometimes so smelly that her odor wafts in buses when they open their doors outside the bus shelter and the smell lingers for a while inside the bus.

I can't imagine how anyone who smells that bad isn't considered a medical situation and the person involved a danger to herself through her own neglect. In any event, I think Wayne Yoshioka is a little light on the law. Bus shelters are not sidewalks, and the government can reserve certain areas for certain activities while prohibiting or limiting others. If you can limit stree parking to two hours, you can limit bus stop sitting to the interval of the busses.

They don't have anywhere to put them anymore.
I was in college when they started letting downsizing the Kalamazoo State Hospital, and put most of the patients into group homes, usually in neighborhoods with college students, where no one objected to them, but no one really looked out for them, either. They rode the buses around town all day. One woman was a problem at K-Mart when I worked there. She didn't wear underwear and always wore a dress or skirt, so when she'd pee, she'd just step her legs apart and let go, usually while standing outside our store at the bus stop.
Some people just can't live in the community.
