I don't like the way this sounds. I don't like the states aims because they are too vague. The fact that Homeland Security and the DOD is involved troubles me, and the fact that it is an Executive Order absolutely bothers me.
At best I can say , WTF? At worst, this is troubling.Hey careful man! There's a beverage here!

I used to call on a federal agency that was involved in defense. Suddenly they were overrun with CIA types. It also was very troubling. Many long time employees were gone, forced into early retirement. The folks in charge were scary and very difficult to deal with. I stopped bothering with them (maybe that was their super secret plan to get rid of long time vendors).
I know that Bush did Executive Orders, but not to this scope. DOD and Homeland Security are troubling dealing with the rural issues.
It's all about power and control.

The abuse of executive orders has snowballed since FDR. Executive orders are supposed to be limited to administrative procedures within the Executive Branch, not an expansive means of legislating unconstitutional end runs around congress.
