Kuwait and Saudi Arabia are Sunni monarchies. Syria is run by an Alawi Ba'athist oligarchic dictatorship. The Alawi are a heretical offshoot of Shia Islam which the Iranians recognizeds as legitimate a few years back in order to give Assad religious cover, and in return, he provided access for Iran to engage in mischief in Lebanon, Iraq and especially Israel. This is just an example of the conflicting alignments in the Middle East, and how it plays out.
