It's a fundamental difference in the purpose of government. The capitalist believes that people should retain their own money, create their own businesses, provide products and services, and hire employees. The government believes that the government should own the business, have an infrastructure that employs people to oversee the government owned businesses, and provide the products and services. Governments are spectacularly ineffecient in creating wealth because there is no obligation on the part of the government to be profitable. Because the government can simply take what it needs financially in the form of taxes, there is not only no need for government businesses to make money there are no penalties if it doesn't.
