SANTA ANA, Calif. (KABC) -- A Fullerton police officer has been charged with murder in the death of Kelly Thomas, a mentally-ill homeless man who died following a confrontation with police in July.

Officer Manuel Ramos was charged with one felony count of second-degree murder and one felony count of involuntary manslaughter. If convicted, Ramos faces 15 years to life in state prison.

Cpl. Jay Cicinelli was charged with one felony count of involuntary manslaughter and one felony count of using excessive force. If convicted, Cicinelli faces four years in state prison....Cicinelli posted bail, and Ramos' bail arrangements were still under way as of Wednesday morning.

Many in the Fullerton community have been calling for criminal charges against the six police officers who were involved in the arrest of 37-year-old Kelly Thomas. That call went out again Tuesday night at Fullerton's City Council meeting.....It was another emotional night for councilmembers and for those in attendance. The council has come under fire for not being proactive enough in dealing with this controversy.

Outside the chambers, the six officers under investigation in connection with Thomas' death were hung in effigy.
