Fascism involved the government increasing its influence and control over businesses, while allowing those businesses to remain privately owned and its profits to go to private individuals.
There are some elements which overlapped with socialist systems of the time, but the economic power structure didn't change. In socialist systems, the profits are nationalized so the government is involved with micromanagement. In fascism, profits remain private.
