OMG!

First reaction is to say "What is wrong with these people?"

However, have a feeling in my unprofessional opinion that:

(1) They are attention whores.
(2) They are in reality, wimps pretending to be tough.
(3) Folks that have mental "identity" problems. (Not really funny, I admit.)

And my favorite explanation ...

(4)They are all Liberals and really can't help themselves! :D

We used to have an inmate who had the word "Skin" tattooed at his hair line on his forehead. When he got there, he was bald('skin' head, get it?), but given the racial makeup of the prison(nearly 80% black). He let his hair grow out so it covered the tat.

Its not around her neck, its under the skin. Some people elect to have items surgically placed under the skin to cause bumps and the like. Similar to what you see there.
