The two aren't mutually exclusive, in fact, they dovetail nicely. Liberals routinely destroy institutions that they don't approve of, while appeasing those who are genuine threats. The DOD is the most obvious example, since it's an executive branch department, and therefore the most subject to unilateral presidential prerogatives. Jimmy Carter spent his entire presidency gutting the defensive capabilities of the US while sucking up to foreign dictators. Bill Clinton's only budget reductions during his two terms were to the DOD, but that didn't stop him from making nice to Castro (what other administration would have raided a private home in the middle of the night in order to kidnap a child and return him to a gulag state?). Obama is simply the latest leftist hack to see the US and our allies as the source of all conflict in the world, and to act accordingly.
