I can't find where any sitting President exceeded his approval rating in the percentage of votes. Usually, their approval number are greater than their voting percentage.
Example: Bill Clinton. Nov, 1996......Approval 58%; got 49.23% of the votes
G W Bush. Nov, 2004.......Approval 55%; got 50.73 % of the votes
I think -and this is only my opinion - what happens is that an awful lot of people sit it out in spite of having an opinion. In 2004, I think an awful lot of people rose up to vote against John Kerry. I know I did.
The Real Clear Politics average approval number for Mar 10 for Obama is 48.6%.
