The Dominicans are quite civilized. They aren't in the habit of sailing to other lands and imposing their morals on the locals and then whining about it. I suspect that the alert was meant to provoke the arrest so that this could become a cause. How long will it be before there is a demand for boycotts and sanctions against the Dominicans?
The dock, the city, Google Earth...
Can you stand on a sidewalk in front of an apartment building, look six stories up and tell me exactly what is happening on the couch inside the apartment above you? As I perhaps wasn't clear enough before, hate-motivated people see stuff that isn't there. Two men kissing on the beach becomes "sex" in the mind of a woman who is pissed off because those damned queers are ruining her alcoholic nap on the deck.
Civilized countries consider people who look into other people's apartments to be peeping toms and judge whether something is indecent exposure based on how much effort must be made to observe it. If you neighbors are screwing on their patio and you can see it from your upstairs window, then it's lewd. If you have to stick your head out the window and crook your neck to see them, then you are a peeping tom. If you can watch them having sex over a five foot fence in your bare feet, then it's exposure. If you have to climb a ladder to do it, you're a peeping tom.
I looked it up on Google Earth and I believe the dock in question is the T shaped one with an unobstructed view to the ship from the shore. There's even a cruise ship that's pulling away from that dock in the image that looks similar to the ship in question. Someone far enough down the dock with a good pair of binocs could see into the staterooms on the side facing the dock with no problems if the people leave the curtains open.

The photo was taken at the waterline, or just above it, and you can clearly see every balcony on the port and stern from that angle. You can also see that the staterooms have glass doors. If they were inside and had the lights on, they'd be clearly visible from the shore, especially from a dock.
I think people ought to remember that every country hasn't become as 'enlightened,' or maybe a better word is degenerate, as the United States. If you're visiting another country, maybe it would be wise to obey the laws of that country.
Additionally, if you're in your home (substitute stateroom) and have the shades or drapes drawn, you have expectation of privacy. If the drapes are open at night, with lights on and you're committing an illegal act, you're had. That's in the United States. Apparently Dominica has similar laws.
