Is it appropriate to tell a female she has her panties in a twist?
I didn't alert but I am curious if it's a gender-based insult or if I'm just being hyper-sensitive.

Same here. I think it would be extremely boorish and misogynistic to say it to a woman. I prefer a more sensitive approach to the fairer sex and say, "Who flipped your bitch switch?"
