Port Charles New York, the fictional city in which General Hospital is set, is a pretty violent place. They have good mobsters, bad mobsters, a recurring terrorist, a sociopathic descendant of Russian nobility (when she visits) and spies living in their town. Hell, their police chief is a former spy who worked for both sides during the cold war!

I disagree that those places are the murder capitals of the world. Since we're talking fictional places, I believe that distinction goes to Mega City 1 from Judge Dredd.
