Although I agree with the quote attributed to Cicero the actual quote is: "The arrogance of officialdom should be tempered and controlled, and assistance to foreign hands should be curtailed, lest Rome fall."

The average public assistance person could not tell you with any accuracy who Cicero was. That, in my opinion, is the heart of the problem.
Ignorance. Its the nucleus of government dependence.
