Yeah, that one kind of lost me, too. Is he talking about the Iraq war, and referencing the countries that joined in?

I feel like Sarah Palin when she was asked her opinion of "the Bush doctrine", and then excoriated for appearing not to know what it was (It's Bush's doctrine of preemptive strike).

I looked it up and the coalition of the willing is actually a group of countries that are apart of the UN that invaded iraq and afghanistan without the entire UN peacekeepers, like they did in serbia(i think) where they sent in peacekeepers that couldn't even shoot to defend themselves.
