It is a restraint chair and it sucks. 2 idiots developed this chair and it's worthless. I've seen inmates overturn this chair and one even almost got out. I liked this one better:

I'd like to point out that at work yesterday, we had to put someone in that chair. Amazing how inmates bitch up when being put in it.
