    Let me check on that. I know there were people in military circles furious at Rumsfeld for outsourcing basic functions and I recall the discussion of food and water, among other things.

    They may have been mad at Rumsfeld, but they can't change the fact it was indeed in the '90s when that stuff got majorly outsourced (some had started in the late '80s). It was all part of the "peace dividend."
    Olde-style, states' rights conservative. Ask if this concept confuses you.

    What Rumsfeld did was push green suiters out of garrison jobs and jobs that they wouldn't get deployed in...and back into line units.

    He backfilled those positions with DA civilians. I think that's what you may be thinking about.
