Then why are all these nickel and dime merchants trying to charge a dollar extra for using a card for a ten dollar purchase?

Woe to those who call evil good, and good evil;
Who substitute darkness for light and light for darkness;
Who substitute bitter for sweet and sweet for bitter!
21 Woe to those who are wise in their own eyes
And clever in their own sight! Isaiah 5:20-21 NASB

They are making a profit off it is also. I used to do that when I was an E-Merchant on Ebay. I would have a 30% markup on the shipping so I make a profit from that also. I was making money hand over fist selling Webkinz. Man I miss that ..

In some states they can't.
I've seen on restaurant with a label on their merchant machine that states they charge $1.50 for debit, even though I thought the fee could only be for credit. They might just be trying to keep everything "cash."
