If you were troubled by President Barack Obama’s indecisiveness on Syria over the last several weeks, White House press secretary Jay Carney says you’re in the minority.
According to Carney, Americans “appreciate a president who doesn’t celebrate decisiveness for decisiveness’ sake.”

Americans also are heartened by Obama’s openness to “new information” and that he adjusts his decisions based on it, Carney said Thursday according to Roll Call.
Carney also said Obama should get credit if Russia’s plan of getting Syria to place its chemical weapons under international control to avert a U.S. strike is realized.

"Appreciate" yes, but only in the sense that the word is used in military intelligence circles, not in the way Beltway Jay meant it. That is, they understand his indecisiveness and waffling to actually be indecisiveness and waffling, and their estimate of it is made after accounting for political disinformation and complex deception plans.
