I remember when scissors were common in America, but that was back before organized crime got hold of them. The Bureau of Alcohol, Tobacco, Firearms and Cutting Implements, shown here after an early raid, was formed in the days of Prohibition.
Still, scissors remain readily available to anyone, thanks to things like the Crafts Fair Loophole, where scissors can be sold to anyone, even children.
And, of course, there are extremists who resist rational scissor control legislation.
