This is not necessarily accurate. It's very rare that Liberals are going to organize effectively against a Conservative during a GOP primary. It's hard enough to get out the vote when their own candidates are in primaries. What open primaries and other non-restrictive caucus type elections do is allow for grassroots groups to be effective against the party organizers. When the GOP primaries are closed, then you get voters who are registered Republicans. Republican does not equal conservative.
