DETROIT - Police have released an image of a distinctive tattoo in an effort to identity a man whose dismembered body was found partially encased in cement inside a garage behind a Detroit home.
The cut-up corpse was found May 30 by a neighbor who noticed an overwhelming foul odor and called police. An officer discovered some of the parts, which were believed to be from one entire body, after opening one of several plastic containers inside.
Police said in a statement Monday the victim had a tattoo on his forearm that reads: "R.I.P. Deisha" with dates written as "8/23/81-4/7/09" underneath.
Who is the morter forker that killed this guy?

That shouldn't be hard to figure out. Find out who Deisha is and who would would care enough to tat a RIP on their arm.Obama isn't the problem. The problem is an electorate that would vote a man like him into office.

They have some info, but it might not be enough. They don't have a last name or an exact birthdate for Deisha, and computer tracking might need at least one of those things. Deisha is not the most common name in Detroit, but someone watching might remember a boyfriend or a brother of someone named Deisha who died in 2009 and had her name tattooed on his arm.

No, it's Detroit. The problem isn't even that, it's with Wayne County, who runs the morgue. The county is in worse financial shape at the moment than the city-the city has a plan in motion, and the mayor and governor are at least working together despite partisan differences to address it.
The county-the prosecutor (Kym Worthy) is soliciting private donations to process a 20 year backlog of rape kits. The judges in the courts are frustrated because inmates have to be let out of jail pending trial due to overcrowding (not murderers, but lesser offenders). The County Executive is actually running for re-election, despite all this. He and Kym Worthy have kind of a public war going on over the rape kit thing.
The Detroit Police know all this and that is why they probably think that they will get more progress by appealing directly to the public.
