In the meantime grab a copy of Thomas Sowell's book "Civil Rights": Rhetoric or Reality?" for a second opinion on how "great" the Civil Rights Act is. Be prepared to be challenged by a black man who actually lived during that time period.
He's very good at showing how black civil rights made more progress in real gains economically and freedom than after the 1960's.
I'm not certain what substance you base it on that Obama will better minoritiy progress.
