Thankfully, the signs are being paid for by Mayor Daley's campaign fund (according to the article) and NOT the taxpayers of Chicago.
This is a funny Detroit thing about the election. We don't have banners hanging up like Chicago, but Obama isn't from this area and Detroit has no money to spend on that kind of thing. We have our Thanksgiving parade to spend it on (which is still pretty good, even if it doesn't get national coverage anymore).
I don't know how it is in other cities, but whenever the Red Wings or the Pistons win a championship, tents sprout up all over the area on streetcorners, for t-shirt vendors and the like. The day after the election, the same thing happened, only they were selling Obama t-shirts and there weren't any of the tent vendors in the suburbs.
