I've never paid more than $0.50 in a given month for text messages, except once when my carrier kept spamming me with text message advertisements and I had to call them to stop. Fortunately, they refunded the $1.20 that I sent.

And you generally cannot disable your phones ability to receive text messaging even if you don't have the plan.

Sure you can. Call your cell carrier and tell them you no longer want to receive text messages. They will disable them for you.

Cell phone companies really piss me off (Cingular kept my phone on while I was in Iraq & charged me 2 grand), but getting the government involved is just asking to make things worse.
