I clean out every week or so, especially if I notice a smell. I do the empty and scrub thing only when I'm having VIP company, or some meat leaked blood all over.
Left overs get tossed after a week, otherwise I use the "Best of Used By" date. It more of an ongoing process rather than a periodic chore.
