As to the mother's weight, the cheapest food is the stuff you get fat on - Kraft Mac and Cheese, that sort of thing, is a lot cheaper than lean steaks and fresh fruits and vegetables. So.... it doesn't take "plenty of money" to get fat. It's likely to take more money to eat a healthy diet.
Staple foods are cheep. Dried beans, potatoes, hell even some meats are cheep. What you are talking about is PREPARED food.
You can eat very well and very cheaply if you cook from scratch.

Yes but that would require you to actually do some work in order to eat - and why on earth would they do work they were not getting paid for when they could sit on their asses and eat mac n cheese?
